This morning, further large-scale power cuts and emergency power outages were recorded in Dnipro and the capital.
Energy and utility services are working flat out to stabilise the situation.
Dnipro: the network cannot cope with the load
According to Oleksandr Ganza, head of the Dnipropetrovsk Regional State Administration, the city of Dnipro has once again been left without electricity. The energy infrastructure, which has been destroyed and damaged as a result of shelling, is unable to cope with the current demand.
“The power engineers worked through the night. Restoration work is still ongoing. The maximum number of teams has been deployed,” said the regional governor.
All the regional centre’s key life-support systems have been switched to backup power supplied by high-capacity generators to ensure the uninterrupted operation of water supply systems, hospitals and other critical infrastructure facilities.
Kyiv: emergency power cut on the Right Bank
The situation remains difficult in the capital as well. According to DTEK, an incident has occurred on the Right Bank of Kyiv involving equipment that had previously been damaged as a result of enemy attacks.

Right Bank: the schedules for hourly power cuts are temporarily suspended; emergency and contingency power cuts have been introduced.
Left Bank: the energy sector is managing to keep things on schedule.

Specialists from DTEK and NEC ‘Ukrenergo’ are on site at the locations of the faults and are doing everything possible to localise the damage as quickly as possible and restore power to the homes of Kyiv’s residents. Residents are being urged to use electricity sparingly in areas where power is still available, in order to reduce peak loads on the grid.

The event will bring together Ukrainians all over the world: those at home, soldiers on the front line, schoolchildren, students and internally displaced persons abroad.
The live broadcast will be aired on ‘Ukrainian Radio’ and ‘Radio Kultura’, on the ‘Suspilne Kultura’ television channel, on the ‘Ukrainian Radio’ YouTube channel, and via the suspilne.radio and ‘Diya’ apps.
Author: Arthur Dron, veteran and writer
The text for the 2026 dictation, entitled ‘The Letter That Never Ends’, was written by Artur Dron, a Ukrainian writer, poet and veteran of the Russian-Ukrainian war. The author of the novel ‘Hemingway Knows Nothing’3 and the poetry collections ‘Dormitory No. 6’3 and ‘We Were Here’3 joined the ranks of the Armed Forces of Ukraine as a volunteer in March 2022, took part in combat as part of the 125th Separate Brigade of the Territorial Defence Forces and was demobilised after sustaining a serious injury at the end of 2024.
The author noted that the text would be written in his signature style — without artificially convoluted archaisms or complex dialectal expressions, but with a deep emotional undertone about the possibility of communicating with the people who matter most, regardless of distance.

To ensure a steady pace of reading and make things easier for participants, the organisers have introduced a new format. The text will be read aloud by two readers at the same time:

Artur Proydakov — a teacher of Ukrainian language and literature at MriyDiy School, winner of the 2021 Global Teacher Prize Ukraine;
Dasha Astafieva — a social activist, volunteer, audiobook narrator and founder of the UnderBooks book app.

The collection ‘Write Your Own, Defeat the Enemy’
This year, the Radio Dictation has an important charitable element. ‘Ukrainian Radio’, in partnership with the ‘Come Back Alive’ Foundation for Competent Assistance to the Army, has announced a fundraising campaign for the ‘Dronefall’ project, aimed at developing a drone air defence system to protect Ukrainian airspace from enemy drones. You can contribute to the fundraising campaign throughout the broadcast.
How to submit your work for marking
Entries must be submitted by 11:00 on 29 October:

Online: Photographs or scans of the text in JPG, PNG or PDF format should be sent to the email address rd@suspilne.media.
By post: paper letters should be sent to the following address: Kyiv, 26 Khreshchatyk Street, 01001 (the postmark must be dated no later than 28 October).

The text of the self-assessment dictation will be published on Suspilne’s websites once the submission period has closed, and the results will be announced at a later date.

These natural factors influence the development of grapevines and the characteristics of the wines produced from them. What distinguishes the Yalpuh wine-growing area, and what potential does it hold for the development of a geographical indication?
Ukrainian winemaking is traditionally associated with Zakarpattia, the Black Sea coast and the country's southern regions. Yet Danube Bessarabia, particularly the area surrounding Lake Yalpuh in Bolhrad District, Odesa Oblast, occupies a distinctive place on Ukraine's wine map.
Yalpuh is Ukraine's largest freshwater lake. The surrounding landscape is characterised by open steppes, hot summers, limited rainfall and strong winds. Together, these factors create particular conditions for grape cultivation.
In winemaking, the combination of natural characteristics of a specific area and their influence on wine is known as terroir. This concept helps explain why wines made from the same grape varieties can differ depending on where the grapes are grown.

Sun, Drought and Steppe Winds: What Makes Wines from Lake Yalpuh Unique

How Yalpuh's Climate Influences Grapes
One of the defining features of the area surrounding Lake Yalpuh is its dry climate. During the summer months, vineyards may experience prolonged periods of water scarcity, while in winter, vines are exposed to sharp temperature fluctuations.
The open steppe landscape provides few natural barriers against the wind. As a result, grapevines are regularly exposed to strong air currents and must adapt to local weather conditions.
Soil characteristics also play an important role. According to the source materials describing Yalpuh's terroir, water shortages can encourage grapevine roots to grow deeper into the loamy soils in search of moisture.
Water stress can influence berry size and the ratio of skin to pulp. Under certain conditions, this may contribute to grapes with more concentrated flavour and aroma compounds.
However, water scarcity does not always improve grape quality. Severe drought can restrict vine development and reduce yields. The outcome therefore depends not only on natural conditions but also on the grape variety and vineyard management practices.

Sun, Drought and Steppe Winds: What Makes Wines from Lake Yalpuh Unique

From Odesa Black to Chardonnay: Grape Varieties Grown in the Region
The climatic conditions of Danube Bessarabia also influence the selection of grape varieties.
The red varieties mentioned in the source materials on Yalpuh winemaking include Odesa Black, Merlot, Cabernet, Saperavi, Bastardo and Pinot Noir.
Wines produced from these varieties may be characterised by deep colour, pronounced tannin structure and intense aromas. Their flavour profiles can feature notes of black pepper, tobacco and spices.
White varieties grown in the area include Sukholymanskyi White, Irsai Oliver, Chardonnay and Aligoté.
Abundant sunshine allows grapes to accumulate significant levels of sugar, influencing potential alcohol content, body and overall wine style.
White wines from the region may display a fuller body, softer acidity and, in some cases, subtle mineral notes.
What Makes Yalpuh Wines Different from Those of Other Regions?
One of the characteristics associated with Yalpuh's terroir is the intensity of flavour and aroma.
Hot summers and abundant sunshine promote grape ripening and sugar accumulation. At the same time, dry conditions can influence the concentration of certain compounds in the berries.
In red wines, these factors may contribute to a rich structure, noticeable tannins and spicy aromas.
White wines produced under such climatic conditions may have relatively low acidity. To achieve greater balance, winemakers use various techniques, including ageing on fine lees, known as sur lie.
This technique involves keeping the wine in contact with yeast sediment after fermentation. It can contribute to a fuller texture and greater complexity of flavour.
Nevertheless, the characteristics of individual wines depend on numerous factors, including grape variety, weather conditions during a particular growing season, harvest timing and winemaking techniques. Not all wines from the Yalpuh area will therefore share the same flavour profile.
Why Terroir Matters for Local Winemaking
Danube Bessarabia has distinctive natural conditions that significantly influence agricultural production, including grape cultivation.
For local winemakers, the region's climate and soils can become an important part of their products' identity. Wine origin is increasingly viewed not merely as geographical information but as an essential element of what makes a wine distinctive.
A terroir-based approach focuses on the relationship between the place where grapes are grown, natural conditions, local traditions and production methods.
This connection is particularly important for the development of wines with geographical indications.
Terroir as the Foundation of a Geographical Indication
The concept of terroir lies at the heart of geographical indications. It is more than an attractive marketing term: it reflects the relationship between a product's distinctive characteristics and a particular geographical area, including its natural conditions and production traditions.
The combination of climate, soils, local winemaking traditions and production methods shapes the individual character of Yalpuh wines.
Geographical indication protection involves defining the geographical boundaries of production and establishing product requirements in an approved specification. Verification of compliance with these requirements helps consumers better understand a wine's origin and distinctive characteristics.
For local producers, this also provides an opportunity to strengthen consumer confidence, highlight the authenticity of their products and generate added value not only for individual wineries but for the entire wine-producing region.
Ultimately, the greatest value of Yalpuh wines lies in their origin: a combination of land, sunshine, wind and the craftsmanship of winemakers that cannot be fully replicated anywhere else in the world.

The wonders of aerodynamics: how the kestrel ‘defies the laws of physics’ and hovers in mid-air whilst hunting

The secret behind perfect head stabilisation and the little falcon’s natural gyroscope.

When watching a kestrel (a small falcon) hunt, many people get the impression that the bird is capable of defying the laws of physics. When it finds itself above an open field, it suddenly comes to a standstill at a height of 10–20 metres, as if pinned to an invisible point in space, despite strong gusts of wind.
Behind this spectacular phenomenon, which ornithologists refer to as fluttering flight or ‘wind-hovering’, lies highly complex biomechanics and aerodynamic calculations, which unmanned aerial vehicle engineers are currently attempting to replicate.
Vector balance and the ‘kite effect’
From the point of view of classical physics, in order to keep an object stationary relative to the ground, the net vector force must be zero. The kestrel achieves this through its masterful manipulation of air currents:

Compensation for gravity: the lift generated by the wings completely counterbalances the bird’s weight.
Horizontal axis balance: the falcon turns strictly into the wind and moves forwards at a speed that, to the nearest centimetre, is equal to the speed of the oncoming airflow. As a result, its net speed relative to the ground is 0 km/h.

When the wind is strong enough, the bird expends almost no energy on flapping, operating on the principle of a kite and altering only the angle of attack of its wings. In complete calm, the desert vulture has to make up to 5–8 vigorous flaps per second.
The biological gyroscope: why your head stays still
The most striking feature of this flight is the absolute stillness of the bird’s head. Even when the bird’s body, tail and wings sway widely due to turbulence and gusts of wind, its head remains perfectly still at a single point.
Such stabilisation is vital for a successful hunt. The kestrel’s eyes are capable of detecting ultraviolet light (which enables it to see the glints left by small rodents in the grass). In order to track prey from a height, the visual image must not waver.
This effect is achieved thanks to the cervical spine, which has a large number of flexible vertebrae and a complex system of muscles with instantaneous feedback. The neck functions as a high-precision, multi-axis gyro-stabiliser.
Wing morphing and inspiration for engineers
Whilst hovering, the kestrel continuously changes the shape of its body (a process known as ‘wing morphing’). The bird’s tail fans out widely, acting as an additional elevator, whilst the feathers at the tips of its wings adjust the angle of attack in a matter of milliseconds.
Sensitive receptors on the skin and feathers detect the slightest changes in air pressure, transmitting signals to the nervous system much faster than modern electronic sensors do. Research into the biomechanics of the kestrel has already formed the basis for the development of adaptive wings for macro-UAVs, which will be able to maintain flight stability during stormy conditions in urban or mountainous terrain.

This was announced by the Minister of Agrarian Policy, Taras Vysotskyi, during a meeting with journalists, reports Latifundist.com.
The main aim of the initiative is, first and foremost, to support the export of high value-added products rather than primary raw materials. That said, there are no plans to include by-products of processing, such as meal and oilcake, on the priority list.
According to the head of the department, the idea has already been discussed and has received the full support of key agricultural associations in the sector. The document is currently being finalised with the relevant ministries, after which it will be submitted to the Cabinet of Ministers for consideration and approval.
Why are farmers and processors keen to speed things up?
The All-Ukrainian Agrarian Council (VAR), which had previously opposed giving priority to the export of meal, has expressed its full support for speeding up the export of sunflower oil.
Mykhailo Sokolov, Deputy Chair of the Ukrainian Agrarian Council, explained that Ukrainian agricultural producers are directly dependent on the financial liquidity of the processing plants to which they sell their sunflower crops. If oil-extraction plants are unable to ship finished products to foreign markets promptly, they will stop purchasing raw materials from farmers.
Furthermore, exporting unprocessed sunflower seeds is logistically inefficient: transporting the raw material requires twice as many containers and lorries as transporting the equivalent volume of finished oil.
The logistics deadlock and the mechanisms of ‘eCherga’
The need for immediate changes stems from the critical situation regarding delays at borders and in ports. In the first 13 days of October, Ukraine was able to export just 1.125 million tonnes of agricultural produce — this amounts to barely 50 per cent of the figure required for the sector.
Minister Taras Vysotskyi noted that a priority system for perishable foodstuffs has been in operation for some time within the ‘eCherga’ system for road transport. However, no such effective mechanism for allocating transport flows has yet been developed for cereals and oilseeds. The introduction of the new rules should help to ease the pressure at exit border crossing points and support foreign currency inflows into the country.

Ukraine was due to receive the withheld tranche of 4.26 billion euros back in mid-September, but the European Union had delayed approval due to a pause in the fulfilment of certain indicators. To release the funds, members of parliament adopted five legislative decisions during sessions on Wednesday and Thursday:

Competition for the Chamber of Auditors (No. 16095): Resolution on the launch of an independent selection process for new members of the supervisory body.
Transparent Property Valuation (No. 13435): A draft bill introducing uniform and clear rules for determining the value of property.
Taxation of international parcels (Nos. 15460 and 16051-1): Amendments to the Customs and Tax Codes regarding the abolition of the duty-free allowance for parcels valued at up to 150 euros.
Financial monitoring of PEPs and digital platforms: An amendment to Bill No. 16051-1, which revises the financial monitoring requirements for politically exposed persons and paves the way for the President to sign the law on the taxation of digital platforms (No. 15111-d).
Tax changes for landlords: Draft Bill No. 16051-1 also includes a provision to reduce the personal income tax rate for individuals who let out residential property from 18 per cent to 5 per cent.

The government forecasts that, once the voting package has been finalised, the procedural decision in Brussels will be concluded, and the macro-financial tranche will be credited to the accounts of the Ministry of Finance of Ukraine by the end of October 2026.

Russian forces continue to exert systematic pressure on the energy infrastructure of Kyiv and the surrounding region. The main aim of these strikes is to completely destroy local combined heat and power plants and sever the so-called ‘Kyiv energy ring’ in order to isolate the city from Ukraine’s integrated power grid. This is reported by Ekonomichna Pravda.
The current’s transport arteries: how the energy loop works
In technical terms, the Kyiv power ring is a complex network of high-voltage power lines and substations operating at 330 kilovolts (kV). It connects the capital to the national power grid and enables the city to be supplied with electricity from various geographical directions.
The backbone of this system is the 750 kV ‘Kyivska’ substation. It acts as a key gateway through which electricity generated by nuclear power stations — in particular the Rivne and Khmelnytskyi nuclear power stations — is supplied to the metropolitan area.
If we imagine the power system as a transport network, the power lines are like motorways, whilst the substations are like junctions that step down the voltage and distribute the current to end users. Thanks to the ring configuration, should one section be damaged, Ukrenergo’s dispatchers can quickly reroute the power flows via alternative routes.
Loss of a combined heat and power plant and a shortage of transmission capacity
What makes Kyiv unique is that it is the country’s largest consumer of electricity. Under normal conditions, the city requires around 1–1.2 GW (12–15 per cent of the national total), whilst during winter cold spells, demand rises to 1.8–2 GW.
Previously, a significant proportion of this consumption was met by domestic generation — Kyiv CHPP-5, CHPP-6 and Darnytsia CHPP (CHPP-4), which together were capable of generating up to 1.3 GW. However, following a series of massive attacks, including a second strike on the night of 14 October, these stations sustained severe damage and were no longer able to generate electricity in the required quantities.
The capital is now almost entirely dependent on electricity imports from other regions via the energy ring. However, the enemy has focused its attacks specifically on its key substations. To create a critical shortage, the Russians do not need to destroy absolutely all the power lines — it is enough to put a few key transformer stations out of action. This creates a paradoxical situation: the country has power generation capacity, but the grid is physically unable to transmit the necessary amount of power to Kyiv.
Three scenarios for Kyiv residents: from moderate restrictions to 20 hours without electricity
The duration of the forced power cuts this winter will depend directly on the intensity of any new shelling, the speed at which repair crews work, and the temperature conditions:

Optimistic scenario (8–10 hours without power per day): this is possible provided the winter is moderately mild, there is no further critical damage, and damaged equipment is successfully repaired.
Pessimistic scenario (12–16 hours without power per day): this will come to pass in the event of systematic targeted attacks on substations and delays in replacing complex equipment (such as high-power transformers).
A worst-case scenario (up to 20 hours without power per day): would result in a combination of severe frosts and large-scale ballistic attacks on key nodes of the power grid.

At the same time, energy experts point out that a total and irreversible blackout in the capital remains unlikely thanks to the flexibility of the system and the well-established emergency response procedures.
Critical infrastructure protection and distributed generation
To maintain the city’s essential services — the operation of water supply pumping stations, heating plants, hospitals, telecommunications and electric transport — Kyiv requires approximately 200 MW of guaranteed capacity.
At present, around 150 MW of distributed generation capacity (including combined heat and power plants and high-capacity diesel generators) has already been commissioned in the capital. By the end of the year, this figure is set to rise to 180–185 MW, with a further 55–60 MW expected from the private sector.
Ultimately, Kyiv’s resilience this winter will be determined by three factors: the density of its air defence network (particularly the availability of missiles for the Patriot systems to provide protection against ballistic missiles), the availability of emergency equipment reserves, and the pace of deployment of local small-scale power generation.
As a reminder, the mayor of the capital, Vitali Klitschko, addressed the Verkhovna Rada of Ukraine at the request of the members of parliament.

According to the mayor, whilst the capital’s power and heating generation facilities suffered 19 attacks last year, the number of attacks has risen to almost 50 this year. Despite ongoing repair work, staff shortages at utility companies and delays in payments, the capital continues to hold its ground; however, the question of the integrity of the defence system remains unresolved.
Back-up power supplies and the self-sufficiency of healthcare facilities
Refuting allegations that Kyiv was inadequately prepared for the heating season, Vitali Klitschko cited specific figures relating to the development of the city’s autonomous power grid:

Support for water and heating supply facilities: nearly 700 generators of various capacities, 70 mobile boiler houses, 3 diesel power stations and a backup water intake have been prepared. ‘Kyivvodokanal’ currently has 103 generators and is awaiting additional high-capacity systems from abroad.
Support for housing and education: residents of blocks of flats have purchased over 6,000 generators, inverters and battery systems. All of the city’s educational establishments are equipped with backup power supplies.
Autonomy in the healthcare sector: 480 generators have been installed in hospitals, and 15 facilities have their own boreholes (with a further six under construction). Eleven healthcare facilities already have independent heating supplied by their own boiler rooms, and this number will rise to 21 by the end of the year.

Budget freezes and pressure on local communities
As chairman of the Association of Ukrainian Cities, Klitschko emphasised that communities across the country are currently facing similar challenges. The main problem for local authorities in the run-up to winter has been the government’s freeze on payments to local budgets.
In addition to financial obstacles, the mayor of the capital stated that political pressure on community leaders was intensifying due to unfounded accusations and criminal proceedings. According to him, attempts to undermine local self-government from within the country during the war pose no less of a threat than an external enemy.

This day was established in 1991 during the International Czech Environmental Congress with the aim of drawing public attention to the importance of disseminating environmental knowledge and fostering a responsible attitude towards nature.
Environmental education encompasses not only the study of biology or natural sciences in educational institutions, but also the ongoing process of acquiring environmental values, skills and legal norms throughout one’s life. It aims to foster an understanding of the interrelationship between human activity and the state of the environment.
Experts and educators have identified several priority areas for the development of environmental education:

Integration into educational programmes: the introduction of courses on sustainable development, waste sorting and climate literacy in schools and universities;
Developing everyday habits: promoting the rational use of resources, energy efficiency, minimising the use of single-use plastic and sustainable consumption;
Professional greening: training specialists in the fields of the green economy, renewable energy and environmental auditing for businesses;
Public awareness-raising through the media and community initiatives: organising engagement events, workshops, environmental clean-up days and awareness-raising campaigns for the adult population.

World Environmental Education Day serves as a reminder that awareness and critical thinking are key tools in conserving biodiversity, tackling the climate crisis and ensuring a safe future for generations to come.
